REQUEST FOR EXPRESSION OF INTEREST

•  The Government of Sierra Leone has identified sugar and oil palm as priority sectors for attracting investment in Sierra Leone’s agribusiness sector. Such large-scale agriculture projects require substantial efforts by investors in identifying and mapping suitable land, assessing its suitability, its ownership, and securing communities’ informed support to the project.
•  Nearly everywhere in the world, these processes can be long and costly. In competing with other countries to attract investors in sugar and oil palm, Sierra Leone will increase its relative attractiveness and accelerate investment by;

(a) Gathering detailed information on the suitability of sites for target crops
(b) Accelerating access to suitable sites through conducting a number of basic preparatory steps required to assemble a potential site before investors arrive

• SLIEPA is looking for a consultancy firm to conduct this work by undertaking preliminary land identification, community sensitization, as well as detailed land ownership mapping and land-use planning. This work is not intended to replace the investor’s own mapping and negotiation process, but rather to begin some of the groundwork with the local community, so that a) the process becomes easier and faster for the investor and b) the communities are better informed and prepared to receive and negotiate with an investor.
• SLIEPA has already pre-identified and characterized 4 sites, which are currently being promoted to investors. A number of other sites are suspected to be well-suited for promoting investment, in sugar, oil palm, and other agricultural sectors, for which no detailed information has yet been collected by SLIEPA.
